SIP Extension Syncing free or not

Just starting setting up a 6304A and I’m a little confused with syncing SIP extensions. On the 6200s, you enable the API with the key, etc and it works fine. On the 6300s, I feel like I am reading conflicting info. I’ve read that the Basic plan includes the syncing (basically says that in the manual about it being auto enabled when you first add the UCM to RemoteConnect and its shows enabled in the Web UI), but have also read that its only included behind the pay wall, which coincides with the error I get saying the reason syncing didn’t occur: “Premium plan not used”. Which is it?

I think it is not, ask GS directly via helpdesk as that changed few times.
