Customised "PRIVILEGE LEVEL"

is “PRIVILEGE LEVEL” can be customized? I want to use a new level other then already exist

I think it is a big limit, you can customize it but it was in my view to see very badly, the customization options allow things absurd for “the user” for example it is not possible to manage only the LDAP agenda to the customer. A “list” system should be created with flags to be affixed to allow or not every function to be enabled to the new “user”
