Voicemail connection problem

I currently use Vestalink with the  DP750/720 with 1.0.3.23 firmware. I set the Vestalink voicemail to enabled and the Voicemail password to the number in the Voice Mail Access Number under the Profile 1 that the rest of the system is using.

When I try to play the messages, it recognizes the number of voice messages on Vestalink but when I play them, I get a static busy signal for 11 seconds, and then a regular busy signal for 3 more seconds and then it hangs up. Are there any settings I can adjust to create the connection?
